Release 3.10.4 of EDIS 3 is a minor release to implement additional enhancements and fix bugs identified in the system. Below is a list of the primary updates that were made:
  • Fixed report document details link for certain internal reports
  • Simplified RSS feed URL link display to remove extraneous port information
  • Updated Investigation Search status drop down for consistency with other controls
  • Added case manager assignment information to Case Management Document Editor
  • Added case manager assignment information to Case Management Document List Total views
  • Updated Submission motion disposal view to show previously disposed motions

Release 3.10.4 of EDIS 3 is a minor release to implement additional enhancements and fix bugs identified in the system. Below is a list of the primary updates that were made:
  • Fixed several issues causing RSS Feed requests to fail
  • Fixed Document Editor issue updating documents with thousands of attachments
  • Fixed Document Editor issues with control number update and validation
  • Increased the motion number length to 100
  • Updated submission attachment upload to filter out special characters from uploaded file name
  • Fixed issue in Advanced Search when fields included double quotes
  • Fixed Document Details drill-down link in several report

Release 3.10.2 of EDIS 3 is a minor release to implement additional enhancements and fix bugs identified in the system. Below is a list of the primary updates that were made:
  • Fixed issue inhibiting automated print notification services
  • Added capability to maximize the display of search results
  • Changed the default order of Advanced Search results to sort by Official Received Date
  • Added spinner to file upload process to provide user with indication that upload is in progress
  • Removed old and duplicate security questions
  • Renamed filename of document download to include document ID number
  • Allowed use of Enter key to execute search in Advanced Search and Investigation Search
  • Added file validation when uploading file through Document Editor

Release 3.10.1 of EDIS 3 is a minor release to implement some enhancements and fix bugs identified in the system. Below is a list of the primary updates that were made:
  • Fixed Submission bug not allowing save and continue from Security Level card in IE when filing Entry of Appearance
  • Fixed Registration bug requiring state and zip code entries for non-United States addresses
  • Allowed assigning the same Order Number to multiple documents
  • Defaulted On Behalf Of field to Office/Division for internal USITC users
  • Fixed Advanced Search bug to respect double quotes around search terms and treat as one string
  • Fixed Submission bug saving special processing selection information
  • Fixed bug with features being hidden when resizing the browser window
  • Added Motion Number and removed OSE Flag on the Document Details page
  • Fixed bug when double clicking on Submit button submits document twice
  • Fixed Submission bug incorrectly setting Official Receive Date over weekend
  • Removed active link to Confidential documents for unauthorized users, resulting in 500 error

Release 3.10 of EDIS 3 is a major enhancement release which includes a re-engineered user interface along with functional updates to both the Submission and Search components. Below is a list of the major new features:
  • File submission has been converted to a card system to guide users through the process based on a decision assistance tree to promote more accurate filing.
  • A Basic Search function has been added for less complex search actions.
  • Advanced Search has been updated to provide improved search options and more options for controlling the display of the results including re-arranging and resizing columns, adding columns for additional fields and viewing all of the attachments for a document in a "drawer" at the bottom of the page
  • Search criteria can be saved and re-used in later sessions in the Advanced Search component.
  • Upon lock out due to too many failed password attempts, user accounts will automatically be re-activated after 15 minutes.
  • The need to type in captcha text at login has been removed.

Release 3.9.5 of EDIS 3 is a minor enhancement release which includes the following corrections and features:
  • The Internal Print Plant convenience functionality has been updated for compatibility with new USITC Intranet resources
  • Terms and Conditions are now displayed upon each login
  • Acceptance of the the CBI/BPI Acknowledgement Provision is now required for Petition and Complaint filing
  • The EDIS Data Webservice now includes throughput throttling to reduce peak load on the system

Release 3.9.4 of EDIS 3 is a minor enhancement release which includes a fix permitting users with investigation-based document security authorities to see documents within EDIS Search that they are otherwise authorized to see.

Release 3.9.3 of EDIS 3 is a minor enhancement release which includes the following corrections and features:
  • The EDIS Data Webservice now displays memorandum control and action jacket control numbers as part of the document endpoint.
  • Keyword search capability is now available within the EDIS Data Webservice's document endpoint.
  • Corrected a bug causing certain Advanced Search ON date comparisons to return no results.
  • Updated copies required for Import Injury documents per Commission Rules.

Release 3.9.2 of EDIS 3 is a minor enhancement release which includes the following corrections and features:
  • The EDIS Data Webservice now has additional document details available as a new service endpoint. Please see the WADL for details
  • Corrected out-of-order or early execution of some internal system messages
  • Documents returning from the OCR subsystem will now be subject to PDF validation
  • Notification messages that repeatedly fail delivery will be shunted to a dead letter queue
  • Corrected a bug causing date format errors within the EDIS Data Webservice
  • Corrected an issue causing errors in batch search reindexing related to deleted investigations

  • Provisioned and configured EDIS to operate at the USITC's disaster recovery facility
  • Relaxed certain PDF validation standards for Electronic Filings

Release 3.8 of EDIS 3 is an enhancement release which includes the following new features:
  • Changed the underlying database management system from Oracle to PostgreSQL
  • Implemented new search technology to conduct text searches across documents
  • Updated presentation of search results to include relevancy score and other cosmetic changes

Release 3.7.4 of EDIS 3 is a minor enhancement release which includes the following new features:
  • Permit the EDIS Data Webservice to view and query investigations by investigation unique identifier
  • Search result preferences will now correctly default to 25 records returned
  • Permit administrators to add administrative notes to user records

Release 3.7.3 of EDIS 3 is a bug fix release which corrected a bug affecting the ability to insert searchable text into image based PDF documents.

Release 3.7.2 of EDIS 3 is an minor enhancement release which includes the following new features:
  • Added capability for authorized internal users to enter Investigation litigation hold and termination metadata.
  • Implemented Investigation Disposition Report to track investigations based on litigation hold and termination metadata.
  • Updated Document Verification & Destruction Report to exclude all documents associated to Title 7 investigations that may still be litigated.
  • Isolated use of a large JavaScript file to a handful on internally facing pages.
  • Added support for inserting searchable text into image based PDF documents.

Release 3.7.1 of EDIS 3 is an minor enhancement release which includes the following new features:
  • Applied new USITC branding to EDIS banner.
  • Corrected an issue where internal users were mistakenly receiving copies required emails for internally filed documents.
  • Corrected an issue where internal print plant email messages were not being correctly generated.
  • Corrected an issue where all available security levels were not showing up in the Advanced Search parameters drop down for some users.
  • Updated the EDIS Data Webservice to permit clients to specify the page size as part of the query parameters.
  • Updated the EDIS Data Webservice to return the docket number as part of the investigation metadata.

Release 3.7 of EDIS 3 is an enhancement release to accommodate revisions to the Commission's Rules of Practice and Procedure. Most of the changes are implemented to align with the Commission's rule requiring that most documents be filed only electronically. This release includes the following new features:
  • Enabled the capability for external users to file Confidential documents electronically, except for Petitions, Complaints and New Requests.
  • Implemented restriction that Petitions, Complaints and New Requests may only be filed as a Cover Sheet filing and not as an electronic filing.
  • Updated Cover Sheet submission form to notify users when electronic filing of a document is required.
  • Added notification regarding the number of paper copies which are required to be delivered after electronic filing.
  • Added capability to submit a request to the Secretary for an exception to the electronic filing requirement.
  • Added capability for the Secretary to approve or deny exception requests to the electronic filing requirement.
  • Enhanced the document intake and processing functions to track the number of paper copies required and the number received.
  • Implemented Document Copies Compliance Report to track each filing's compliance with paper copy delivery requirements. [Internal only]
  • Added capability to search a document's audit trail. [Internal only]
  • Added capability to manage the number of paper copies required for every document type. [Internal only]

Release 3.6.1 of EDIS 3 is an minor enhancement release which includes the following new features:
  • Added Dockets Performance Audit Report to provide more granular metrics on the document quality control process.
  • Updated the Document Destruction Report with modified selection capabilities.
  • Replaced Optical Character Recognition (OCR) engine for generating text for EDIS Search

Release 3.6 of EDIS 3 is an enhancement release which includes the following new features:
  • Increased the session timeout period for external users from 15 minutes to 30 minutes.
  • Added Dockets Performance Audit Report to provide more granular metrics on the document quality control process.
  • Added Document Destruction Report to support the records management process of destroying paper copies of documents.
  • Added Authorities Report to provide a listing of internal users assigned to individual authorities, authority groups and investigation level access.
  • Replaced the utility to check for active code within a PDF.

Release 3.5 of EDIS 3 is an enhancement release which includes the following new features:
  • Added a new interface to the Document Submission E-filing function allowing users to select multiple (up to 10) files for uploading in a single action. See the updated EDIS User's Guide for details.
  • Added a separate CD verification tool available in the Office of Docket Services which will check the validity of all PDFs included on a CD presented for submission to EDIS. CDs will be validated before acceptance at the docket counter. See the new EDIS User's Guide - Electronic Media Submission for process details.
  • Implemented Administrative Security Level for internal administrative documents.
  • Implemented User List Report to show current authorities granted to EDIS users.
  • Added Edit Tracking Status for Docket staff to update document tracking dates.
  • Enhanced auditing, to include user registration, user account maintenance actions, document manipulations and APO release creation.

Release 3.4.1 of EDIS 3 is a bug fix release which includes the following update:
  • Corrected bug prohibiting Docket staff from processing and reviewing individual documents with more than 100 attachments.
  • Modified the Search functionality to filter out the display of test and erroneous investigations from public search results.

Release 3.4 of EDIS 3 is an enhancement release which includes the following new features:
  • Updated the EDIS RESTful web service to allow publicly available documents to be accessed through automated queries of the document metadata provided in XML format.
  • Added a new investigation type called Tariff Affairs & Trade Agreements for holding documents related to comments on the Harmonized Tariff Schedule.
  • Fixed a problem with the optical character recognition function (OCR) which allows for textual searching of documents.

Release 3.3.3 of EDIS 3 is an enhancement release which includes the following new features:
  • Added RESTful web service to EDIS to obtain metadata about public, limited and confidential investigation documents in XML format.
  • Updated the internal Document Processing Report to provide document processing statistics based on Investigation Type, Security Level, and Original Source Type.
  • Added control numbers to the text of the Document Title in the Document Filing Report.
  • Added updatable Secondary Document Title to internal Administrative Record Report.

Release 3.3.2 of EDIS 3 is a patch release to fix and re-activate the "captcha" function.

Release 3.3.1 of EDIS 3 is an enhancement release which includes the following new features:
  • Removed capability to perform anonymous search without logging in. Registration and login is now required.
  • Added captcha function to login, registration and forgot password pages requiring users to type randomly generated text which is displayed in a distorted but legible manner. This was done to disallow automated methods from running these functions in order to prevent denial of service attacks.
  • Improved performance of the Dockets Performance Report.
  • Enhanced capability to display notices on any page.

Release 3.3 of EDIS 3 is an enhancement release which includes the following new features:
  • Added new Dockets Desk interfaces to allow for bar code scanning of cover sheets, review of document information at acceptance, and tracking of documents through the scanning and approval process.
  • Added capability to input new firm/organization requests via a simple user interface and to provide notification to requesting user.
  • Provided capability to manage administrative notices on the internal and external versions of the EDIS Home and Search pages.
  • Added simple document performance report to measure the percentage of documents processed within 24 and 48 hours within a given time period.
  • Augmented OCR capability to run during workdays while not interfering with Dockets approval activities.
  • Reduced maximum size of submitted documents accepted from 50 MB to 25 MB due to Adobe Reader timeout issues.
  • Removed capability to decrypt old EDIS 2 passwords.
  • Corrected several keyword search problems.

Release 3.2 of EDIS 3 is an enhancement release which includes the following new features:
  • Enabled the capability to perform optical character recognition (OCR) on all documents submitted to EDIS. Over time, this process will be applied to all existing documents in EDIS as well. This will enhance the existing capability to conduct textual searches through documents to find documents containing specific text strings.
  • Updated password management services to provide email notification 14 days prior to password expiration and to manage password history. Passwords will not be able to be re-used.
  • Improved capability to recover documents and their metadata which do not complete submission as a result of a system error.
  • Automated sending of email to submitter upon first time validation of filed documents.
  • Allowed for specification of investigation number to include "-TA-".
  • Improved order of documents listed in the Table of Contents for an APO Release.

Release 3.1 of EDIS 3 is an enhancement release which includes the following new features:
  • Added option to select a preference for including one of nine different index control numbers (e.g., Order number, Motion number or APO number) in the results of a search.
  • Added the Case Manager Dashboard to the Investigation Management function which will assist Docket Services staff in managing their two-phase review process.
  • Added the capability to specify the Order number when submitting a document of type "ID/RD - Other than Final on Violation".
  • Corrected issue with selecting the date range for a document search.

Release 3.0.2 of EDIS 3 is a maintenance release to fix various bugs which were identified in the system. The software changes include:
  • Improved handling of login attempts
  • Adding new filter criteria for the Document Filing Report
  • Improved management of document data edits
  • Improved auditing of document records
  • Clarification to field help text
  • Resolution of inconsistencies when filing New Request documents.

Release 3.0.1 of EDIS 3 release is a maintenance release of the application which fixes various bugs identified in the system upon initial deployment. Some of the highlights include:
  • Corrected calculation of final page count on Document Filing Report.
  • Corrected problem locking external user accounts after 3 unsuccessful login attempts.
  • Disabled use of OSE Alert checkbox and modified wording of checkbox to indicate parties have been served.
  • Corrected text on the EDIS E-File Documents page to state that the maximum file size is 50 MB
  • Fixed functionality of the Print Page button on the Search Results page.
  • Added the filed by/firm combo, document title, and 'on behalf of' data to the Administrative Record Report.

This EDIS 3 release is the initial release of the application which provides an entire replacement for the previous EDIS II system. EDIS 3 provides an entirely new hardware and software architecture design to improve performance, reliability and security while providing all necessary functionality. Major features and enhancements included in this release include:
  • Alignment of document management function with adoption of case management system by USITC Dockets Services.
  • Performance of PDF check immediately upon document upload.
  • Removal of capability for external users to submit Confidential questionnaires in MS Word format.
  • Capability for external users to receive RSS feed notifications upon document approval.
  • Capability for internal users to receive RSS feed notifications upon either document submission or document approval.
  • Addition of Forgot Password capability for users to reset password without call in.
  • Addition of user-specific security questions to validate user authenticity to support Forgot Password capability.
  • Capability to search for documents based on document security level and various index values.
  • Improved auditing to track document access and user actions.
  • OCR text extraction and indexing on every document to improve text search capability.
  • Improved look and feel of the application to improve navigation and usability.
